About Us

Over its twenty-four year history, TLB has assembled a staff of individuals with unique strengths and expertise in several sub-fields of Geotechnical and Geo-Environmental Engineering.

At TLB we believe that our personnel are the most valuable asset and are dedicated to providing the right personnel commensurate with the project requirements. We retain highly qualified staff who possess professional engineering licenses, along with Masters and Doctoral degrees in Civil Engineering and Geological Sciences.

Approximately 25 percent of our staff are health & safety trained and medically certified to participate in field explorations on sites where hazardous substances exist, and are experienced with many types of environmental assessment studies. Our field and laboratory technicians are trained to understand, apply and interpret field and laboratory data. Furthermore, TLB has Quality Assurance and Quality Control procedures in place to periodically test the skill levels of our field and laboratory technicians.

TLB’s personnel are experienced in the use of advance analytical tools such as electron microscopes, x-ray diffraction, atomic absorption spectrometry and others, to evaluate construction materials. Forensic engineering services are provided to study the cause of premature deterioration of concrete and asphalt materials. Expertise is available to study the various reaction mechanisms in case of chemical stabilization of soils and aggregates in transportation projects, such as highways and airport pavement construction.

Mr. Thomas L. Brown, President and owner of TLB, is a 1971 Howard University graduate from the Department of Civil Engineering and a 1973 MIT graduate. TLB's headquarters are physically located within a 35-mile radius of Baltimore, Annapolis, District of Columbia and Northern Virginia.
